Randall (Randy) Rhoads was born in Kansas City, Missouri and grew up in Kansas City north of the Missouri River.

Randy obtained a Bachelor of Science Degree in Mechanical Engineering from the University of Missouri at Rolla (now Missouri University of Science and Technology) and a Master’s degree in Public Administration from the University of Missouri at Kansas City. Randy worked for Black & Veatch for over 30 years retiring as a Senior Project Manager in 2007.

He has been married to Mary Ann Powell since 1970 and they have raised three children: Kristin Lynch, Kathryn Rhoads, and John Rhoads. They have four wonderful grandchildren.

Randy and Mary Ann have lived in Lee’s Summit since 1977; however, Mary Ann spent her youth in Lee’s Summit. In fact, their elementary age grandson, Skyler is the fourth generation to have attended the Lee’s Summit School System.

Randy is committed to the Lee’s Summit community and participates in many organizations and activities. He was elected to the City Council in 1998 and is completing his third term, serving as Mayor Pro Tem for the last two years. He volunteers for the American Red Cross as a Disaster Responder and First Aid Station Leader; has coached youth baseball, is a member of the “Watch D.O.G.S” team at Westview Elementary School and is a member of the Community Emergency Response Team which is trained and administered by the Lee’s Summit Fire Department. He serves as a member of the Community Advisory Board for the Lee’s Summit Medical Center and is on the Board of Directors of the Lee’s Summit Symphony. He is an individual member of the Rotary Club of Lee’s Summit.

Randy and his family are members at the Lee’s Summit United Methodist Church and have been since 1978. Randy served as the vice chairperson of the building committee for the new sanctuary. He also helps Mary Ann on the condolence committee which serves meals to families that have lost a loved one.
